Federal cabinet approves drastic changes for land acquisition under CDA Act 1961

Whereby Section 4 was imposed to get land from owners at throwaway prices and distributed among politicians, generals, civil servants, and journalists.

While briefing journalists here at the Planning Ministry, along with Ali Nawaz Awan and others, Asad Umar said the government had decided to treat sectoral and non-sectoral areas of Islamabad under a single regulatory regime.

He said the cabinet had formed a committee where the acquisition of land was done but if the awarded amount was not paid, then the payment would be made in accordance with market value.

The local government system-related law for Islamabad has been vetted by the Ministry of Law and forwarded to the Cabinet Committee for Disposal of Legislative Cases (CCLC).

The local government, he said, was proposed where the mayor of the ICT would have powers to run the city.

The CDA would play its role as regulator. More than 50 percent area of ICT belonged to non sectoral and the PTI-led government announced an Rs4.5 billion package out of which they had already utilized Rs1.5 billion on small schemes while tenders were issued for utilizing another Rs1.5 billion during the current fiscal year.

Regarding the Metro project from Peshawar Mor to the New Islamabad Aiport, Ali Nawaz Awan said the project would be completed but raised the question that the number of commuters would be too low.

He said that although it was a flawed project now it would be made operational. Asad Umar said that five colleges would be constructed for the ICT areas.

He said the government was constructing a 50-bed hospital in Bara Kahu while PolyClinic's extension for having a 200-bed facility was under construction in the G-11 area.

اسلام آباد: اسد عمر نے کہا ہے کہ وفاقی کابینہ نے سی ڈی اے ایکٹ 1961 کے تحت زمین کے حصول کے لیے بڑی تبدیلیوں کی منظوری دی تھی۔

جس کے تحت سیکشن 4 کے تحت زمین مالکان سے منگوائی گئی قیمتوں پر حاصل کرکے سیاست دانوں، جرنیلوں، سرکاری ملازمین اور صحافیوں میں تقسیم کی گئی۔

وزارت منصوبہ بندی میں علی نواز اعوان اور دیگر کے ہمراہ صحافیوں کو بریفنگ دیتے ہوئے اسد عمر نے کہا کہ حکومت نے اسلام آباد کے سیکٹرل اور نان سیکٹرل علاقوں کو ایک ہی ریگولیٹری نظام کے تحت علاج کرنے کا فیصلہ کیا ہے۔

انہوں نے کہا کہ کابینہ نے ایک کمیٹی بنائی ہے جہاں اراضی کا حصول کیا گیا لیکن اگر رقم ادا نہیں کی گئی تو مارکیٹ ویلیو کے مطابق ادائیگی کی جائے گی۔

اسلام آباد کے لوکل گورنمنٹ سسٹم سے متعلق قانون کی وزارت قانون نے جانچ پڑتال کی ہے اور اسے کابینہ کمیٹی برائے قانون سازی کے کیسز (CCLC) کو بھیج دیا گیا ہے۔

انہوں نے کہا کہ مقامی حکومت کی تجویز دی گئی تھی جہاں آئی سی ٹی کے میئر کو شہر چلانے کے اختیارات حاصل ہوں گے۔

سی ڈی اے ریگولیٹر کے طور پر اپنا کردار ادا کرے گا۔ آئی سی ٹی کا 50 فیصد سے زیادہ رقبہ غیر شعبہ جات سے تعلق رکھتا ہے اور پی ٹی آئی کی قیادت میں حکومت نے 4.5 ارب روپے کے پیکیج کا اعلان کیا تھا جس میں سے وہ پہلے ہی 1.5 بلین روپے چھوٹی سکیموں پر استعمال کر چکی ہے جبکہ اس دوران مزید 1.5 بلین روپے کے استعمال کے لیے ٹینڈر جاری کیے گئے تھے۔ .

پشاور موڑ سے نیو اسلام آباد ایئرپورٹ تک میٹرو منصوبے کے حوالے سے علی نواز اعوان نے کہا کہ یہ منصوبہ مکمل ہو جائے گا لیکن سوال اٹھایا کہ مسافروں کی تعداد بہت کم ہو گی۔

انہوں نے کہا کہ اگرچہ یہ ایک ناقص منصوبہ تھا لیکن اب اسے آپریشنل کر دیا جائے گا۔ اسد عمر نے کہا کہ آئی سی ٹی ایریاز کے لیے پانچ کالج بنائے جائیں گے۔

انہوں نے کہا کہ حکومت بارہ کہو میں 50 بستروں پر مشتمل ہسپتال تعمیر کر رہی ہے جبکہ G-11 کے علاقے میں 200 بستروں کی سہولت کے حامل پولی کلینک کی توسیع زیر تعمیر ہے۔
