CPEC SEZs open for participation by third countries as well

The Special Economic Zones (SEZs) under the China-Pakistan Economic Corridor (CPEC) are not just limited to Chinese enterprises and all industrial ventures are open for participation by the third countries as well, said Board of Investment (BOI) Secretary Fareena Mazhar.

Speaking virtually at the Belt and Road Investment Promotion Conference held at Ningxia Hui Autonomous Region, China on Friday, she welcomed the high-quality investment in Pakistan aimed at enhancing business-to-business and person-to-person cooperation.

“Since the launch of CPEC, China has emerged as the largest investor in Pakistan with investment inflows of $8 billion and outsourcing of $2.1 billion, contributing 36% to the net investment in Pakistan,” she told the conference participants.

Capitalizing on the opportunity, she highlighted the incentives offered by Pakistan to the international investors such as one-time customs duty exemption and 10-year income tax holiday for both the SEZ developers and enterprises.

Online portals developed by the BOI in collaboration with the China Council for International Investment Promotion were also available to facilitate the SEZ investors, she said.

Predicting the strongest post-recession recovery in 80 years and estimating the global expansion of 5.6% in 2021, she said that a world of opportunities had opened up, setting the fundamentals of industrial and business-to-business cooperation.

Under the theme of “Opportunities, Future, Sustainability”, the event participants witnessed the signing of multiple contracts.

Ningxia Communications Construction Company signed an agreement valuing at around $43 million with Nauman Construction Company of Pakistan for highway construction including a cross-railway bridge till Multan.

بورڈ آف انویسٹمنٹ (بی او آئی) کی سیکرٹری فرینا مظہر نے کہا کہ چین پاکستان اقتصادی راہداری (سی پی ای سی) کے تحت خصو��ی اقتصادی زون (سی ای سی) صرف چینی کاروباری اداروں تک محدود نہیں ہیں اور تمام صنعتی منصوبے تیسرے ممالک کی شرکت کے لیے بھی کھلے ہیں۔

جمعہ کو چین کے ننگزیا ہوا خودمختار علاقے میں منعقدہ بیلٹ اینڈ روڈ انویسٹمنٹ پروموشن کانفرنس سے عملی طور پر خطاب کرتے ہوئے ، انہوں نے پاکستان میں اعلیٰ معیار کی سرمایہ کاری کا خیرمقدم کیا جس کا مقصد کاروبار سے کاروبار اور شخصی تعاون کو بڑھانا ہے۔

انہوں نے کانفرنس کے شرکاء کو بتایا ، "سی پیک کے آغاز کے بعد سے ، چین پاکستان میں سب سے بڑا سرمایہ کار بن کر ابھرا ہے جس میں 8 بلین ڈالر کی سرمایہ کاری کی آمد اور 2.1 بلین ڈالر کی آؤٹ سورسنگ ہے ، جو پاکستان میں خالص سرمایہ کاری میں 36 فیصد حصہ ڈالتی ہے۔"

اس موقع کا فائدہ اٹھاتے ہوئے ، اس نے بین الاقوامی سرمایہ کاروں کو پاکستان کی طرف سے دی جانے والی مراعات پر روشنی ڈالی جیسے کہ ایک بار کسٹم ڈیوٹی چھوٹ اور SEZ ڈویلپرز اور انٹرپرائزز دونوں کے لیے 10 سالہ انکم ٹیکس چھٹی۔

انہوں نے کہا کہ بی او آئی کی جانب سے چائنا کونسل فار انٹرنیشنل انویسٹمنٹ پروموشن کے اشتراک سے تیار کردہ آن لائن پورٹلز بھی دستیاب تھے تاکہ ایس ای زیڈ کے سرمایہ کاروں کو سہولت فراہم کی جا سکے۔

80 سالوں میں کساد بازاری کے بعد سب سے مضبوط بحالی کی پیش گوئی اور 2021 میں عالمی سطح پر 5.6 فیصد کی توسیع کا تخمینہ لگاتے ہوئے ، انہوں نے کہا کہ صنعتی اور کاروباری سے کاروباری تعاون کے بنیادی اصول طے کرتے ہوئے مواقع کی دنیا کھل گئی ہے۔

"مواقع ، مستقبل ، پائیداری" کے موضوع کے تحت ، ایونٹ کے شرکاء نے متعدد معاہدوں پر دستخط کیے۔

ننگزیا کمیونیکیشن کنسٹرکشن کمپنی نے پاکستان کی نعمان کنسٹرکشن کمپنی کے ساتھ تقریبا 43 ملین ڈالر مالیت کے معاہدے پر دستخط کیے جس میں ملتان تک کراس ریلوے پل سمیت ہائی وے کی تعمیر کا معاہدہ کیا گیا۔
