CDWP clears five projects worth Rs140bn

The Central Development Working Party (CDWP) on Monday cleared a total of five projects, including a major infrastructure initiative worth Rs140 billion, for the development of a series of roads overwhelmingly in South Punjab.

The meeting presided over by Planning Commission Deputy Chairman Mohammad Jehanzeb Khan formally approved three development projects with a cumulative cost of Rs9.168bn and recommended two projects worth Rs130bn to the Executive Committee of the National Economic Council (ECNEC) for approval.

A project namely Strengthening the Existing Capacity of the National Institute of Health (NIH) Islamabad worth Rs450 million was approved for effective response against the Covid-19 pandemic.

The revised project presented by the Ministry of National Health Services (NHS) is to be financed through the support of the Asian Development Bank (ADB) and Agence Française de Développement (AFD) Group funds through National Disaster Risk Management Fund (NDRMF) under Grant Implementation Agreement.

The CDWP took up four projects related to transport and communications and approved two of them and referred another to Ecnec for approval and sent back yet another for improvement.

The meeting referred Punjab Arte­rial Roads Improvement Programme (PARIP) worth Rs129.944bn to Ecnec for approval. The project is to be spread over Bahawalnagar, Bahawalpur, Layyah, Jhang, Toba Tek Singh, Vehari, Okara, Pakpattan and Sahiwal in Punjab. The executing agency of the project is Planning and Development Board, Punjab.

About Rs14.164bn funding would be arranged by the Punjab government. The Asian Development Bank (ADB) would provide Rs64.972bn while Asian Infrastructure Investment Bank (AIIB) would finance the remaining part of Rs50.808bn. The project involves the construction of a 535 km section of a dual carriageway highway between various cities in Punjab.

The project would involve rehabilitation of existing carriageway as well as new construction of a second carriageway within the ‘Right of Way’ available and acquired where needed.

It is meant to improve the transportation system through up-gradation and dualization of the highway network.

سنٹرل ڈویلپمنٹ ورکنگ پارٹی (سی ڈی ڈبلیو پی) نے پیر کو مجموعی طور پر پانچ منصوبوں کو کلیئر کر دیا، جن میں 140 ارب روپے کا ایک بڑا انفراسٹرکچر اقدام بھی شامل ہے، جس میں جنوبی پنجاب میں سڑکوں کے ایک سلسلے کو بڑے پیمانے پر ترقی دی جائے گی۔

پلاننگ کمیشن کے ڈپٹی چیئرمین محمد جہانزیب خان کی زیر صدارت اجلاس میں 9.168 ارب روپے کی مجموعی لاگت کے تین ترقیاتی منصوبوں کی باضابطہ منظوری دی گئی اور 130 ارب روپے کے دو منصوبوں کی منظوری کے لیے قومی اقتصادی کونسل کی ایگزیکٹو کمیٹی (ای سی این ای سی) کو سفارش کی گئی۔

کوویڈ 19 وبائی امراض کے خلاف موثر ردعمل کے لیے 450 ملین روپے مالیت کے نیشنل انسٹی ٹیوٹ آف ہیلتھ (NIH) اسلام آباد کی موجودہ صلاحیت کو مضبوط بنانے کے منصوبے کی منظوری دی گئی۔

وزارت قومی صحت کی خدمات (این ایچ ایس) کی طرف سے پیش کردہ نظرثانی شدہ منصوبے کی مالی اعانت ایشین ڈویلپمنٹ بینک (اے ڈی بی) اور ایجنسی Française de Développement (AFD) گروپ کے فنڈز کے ذریعے نیشنل ڈیزاسٹر رسک مینجمنٹ فنڈ (NDRMF) کے ذریعے گرانٹ کے نفاذ کے تحت کی جائے گی۔ .

سی ڈی ڈبلیو پی نے ٹرانسپورٹ اور کمیونیکیشن سے متعلق چار منصوبے شروع کیے اور ان میں سے دو کی منظوری دی اور ایک کو منظوری کے لیے ایکنک کو بھیج دیا اور ایک کو بہتری کے لیے واپس بھیج دیا۔

اجلاس میں 129.944 ارب روپے مالیت کا پنجاب آرٹیریئل روڈز امپروومنٹ پروگرام (PARIP) منظوری کے لیے ایکنک کو بھجوایا گیا۔ یہ منصوبہ پنجاب میں بہاولنگر، بہاولپور، لیہ، جھنگ، ٹوبہ ٹیک سنگھ، وہاڑی، اوکاڑہ، پاکپتن اور ساہیوال تک پھیلایا جائے گا۔ اس منصوبے پر عملدرآمد کرنے والی ایجنسی پلاننگ اینڈ ڈویلپمنٹ بورڈ، پنجاب ہے۔
پنجاب حکومت تقریباً 14.164 بلین روپے کی فنڈنگ کا انتظام کرے گی۔ ایشیائی ترقیاتی بینک (ADB) 64.972 بلین روپے فراہم کرے گا جبکہ ایشین انفراسٹرکچر انویسٹمنٹ بینک (AIIB) 50.808 بلین روپے کے بقیہ حصے کی مالی معاونت کرے گا۔ اس منصوبے میں پنجاب کے مختلف شہروں کے درمیان دوہری کیریج وے ہائی وے کے 535 کلومیٹر حصے کی تعمیر شامل ہے۔

اس منصوبے میں موجودہ کیریج وے کی بحالی کے ساتھ ساتھ ’رائٹ آف وے‘ کے اندر ایک دوسرے کیریج وے کی نئی تعمیر شامل ہوگی اور جہاں ضرورت ہو وہاں حاصل کی جائے گی۔

اس کا مقصد ہائی وے نیٹ ورک کی اپ گریڈیشن اور ڈوئلائزیشن کے ذریعے نقل و حمل کے نظام کو بہتر بنانا ہے۔
