CDA launches probe against illegal constructions in Saidpur Village

According to the news sources, The Capital Development Authority (CDA) has formed a 2-member inquiry committee to investigate 18 officials who are allegedly involved in the illegal construction of twelve settlements in Saidpur Village that fall in the vicinity of protected Margalla Hills National Park (MHNP).

According to an official order No. CDA-5(401)HRD-1/2017/2868 and titled ‘Formal Inquiry Regarding Illegal Construction in Saidpur Village”, Director Estate Management Abdul Razzaq would head the committee while Additional Director (E&DM), MCI Ammad-ud-Din Muhammad will be its member cum secretary.

The inquiry committee will inspect the conduct of five Inspectors Enforcement, three Assistant Director Enforcement, three Manager Park, two Gardawars (L&R Directorate), one Assistant Director (E&DM), two Supervisors (DMA), one Deputy Director Estate Management and one Patwari (L&R Directorate). They are working in Grade 14, Grade 16, Grade 17, and Grade 18.

The inquiry will be conducted in accordance with the provision of the rules contained in Chapter-8 of CDA Employees (Service) Regulation, 1992, and on a day-to-day basis.

The report will be submitted within fifteen days of the conclusion of the proceedings.

According to the orders “All the concerned offices are requested to provide necessary record and other details as and when the inquiry committee be desired.”

Sources said the CDA Management has formed the inquiry committee after receiving complaints about the conduct of these officials that led to the construction of illegal settlements in the Saidpur Village.

نیوز ذرائع کے مطابق کیپیٹل ڈویلپمنٹ اتھارٹی (سی ڈی اے) نے مارگلہ ہلز نیشنل پارک کے اطراف میں واقع سید پور ولیج میں بارہ بستیوں کی غیر قانونی تعمیر میں مبینہ طور پر ملوث 18 اہلکاروں ک�� خلاف تحقیقات کے لیے 2 رکنی انکوائری کمیٹی تشکیل دے دی ہے۔ (ایم ایچ این پی)۔
ایک سرکاری حکم نمبر سی ڈی اے-5(401)ایچ آر ڈی-1/2017/2868 اور عنوان 'سید پور ولیج میں غیر قانونی تعمیرات کے حوالے سے باضابطہ انکوائری' کے مطابق، ڈائریکٹر اسٹیٹ مینجمنٹ عبدالرزاق کمیٹی کی سربراہی کریں گے جبکہ ایڈیشنل ڈائریکٹر (ایم اینڈ ڈی ایم) ایم سی آئ ہوں گے۔ عماد الدین محمد اس کے ممبر کم سکریٹری ہوں گے۔
انکوائری کمیٹی پانچ انسپکٹرز انفورسمنٹ، تین اسسٹنٹ ڈائریکٹر انفورسمنٹ، تین منیجر پارک، دو گردواروں (ایل اینڈ آر ڈائریکٹوریٹ)، ایک اسسٹنٹ ڈائریکٹر (ای اینڈ ڈی ایم)، دو سپروائزرز (ڈی ایم اے)، ایک ڈپٹی ڈائریکٹر اسٹیٹ مینجمنٹ اور ایک پٹواری کے طرز عمل کا معائنہ کرے گی۔ ایل اینڈ آر ڈائریکٹوریٹ)۔ وہ گریڈ 14، گریڈ 16، گریڈ 17، اور گریڈ 18 میں کام کر رہے ہیں۔
انکوائری سی ڈی اے ایمپلائز (سروس) ریگولیشن 1992 کے باب 8 میں درج قواعد کی شق کے مطابق اور روزانہ کی بنیاد پر کی جائے گی۔
کارروائی مکمل ہونے کے پندرہ دن کے اندر رپورٹ پیش کی جائے گی۔
احکامات کے مطابق تمام متعلقہ دفاتر سے درخواست کی جاتی ہے کہ جب بھی انکوائری کمیٹی چاہے ضروری ریکارڈ اور دیگر تفصیلات فراہم کریں۔
ذرائع نے بتایا کہ سی ڈی اے انتظامیہ نے ان اہلکاروں کے طرز عمل کی شکایات موصول ہونے کے بعد انکوائری کمیٹی تشکیل دی ہے جو سید پور ولیج میں غیر قانونی بستیوں کی تعمیر کا باعث بنے۔
