Asad Umar Reviews Progress on GB Development Plan

The progress review meeting on the GB Development Plan was attended by Additional Secretary Development and Special Initiatives, Additional Chief Secretary GB, and other senior officers from Ministries and Division.

Additional Chief Secretary GB briefed the Minister on the GB projects funded through Public Sector Development Programme (PSDP) and non-PSDP sources, as well as in the Public-Private Partnership mode, said our sources.

Various priority sectors included in the GB Development Package like clean energy/Hydropower, skill development, tourism, private sector development were discussed in the meeting.

It was informed that 19 new projects were already included in the GB Plan, out of which PC-Is and PC-IIs of 10 projects had been approved, wherein nine projects were under preparation for PSDP 2022-23 and 11 non-PSDP projects at various stages of implementation.

Asad Umar said the aim of the GB development package was not only to produce energy but also to build the right institutional and regulatory framework, and generation, transmission, and distribution of capacity as well.

He directed the GB government to expedite work on the transaction structure and feasibility studies of the P3 Power projects.

He instructed Public Private Partnership Authority (PPPA) to assist the GB government in strengthening GB PPP Unit and also help identify private-sector partners.

The Minister emphasized the need of establishing primary schools for girls in different districts of upper Hunza.

For the promotion and development of the tourism sector, he stresses that accessibility, tourist facilitation, information about sites should be improved.

جی بی ڈویلپمنٹ پلان پر پیش رفت کا جائزہ اجلاس میں ایڈیشنل سیکرٹری ڈویلپمنٹ اینڈ سپیشل انیشیٹوز، ایڈیشنل چیف سیکرٹری جی بی، اور وزارتوں اور ڈویژن کے دیگر سینئر افسران نے شرکت کی۔

ہمار�� ذرائع نے بتایا کہ ایڈیشنل چیف سیکرٹری جی بی نے وزیر کو پبلک سیکٹر ڈویلپمنٹ پروگرام (PSDP) اور نان PSDP ذرائع کے ساتھ ساتھ پبلک پرائیویٹ پارٹنرشپ موڈ کے ذریعے فنڈ کیے جانے والے جی بی منصوبوں کے بارے میں بریفنگ دی۔

ملاقات میں جی بی ڈویلپمنٹ پیکیج میں شامل مختلف ترجیحی شعبوں جیسے صاف توانائی/ہائیڈرو پاور، سکل ڈویلپمنٹ، سیاحت، نجی شعبے کی ترقی پر تبادلہ خیال کیا گیا۔

بتایا گیا کہ جی بی پلان میں 19 نئے منصوبے پہلے ہی شامل کیے گئے تھے، جن میں سے 10 منصوبوں کے PC-Is اور PC-IIs کی منظوری دی گئی تھی، جن میں 9 منصوبے پی ایس ڈی پی 2022-23 کے لیے زیر تیاری تھے اور 11 غیر پی ایس ڈی پی منصوبے نفاذ کے مختلف مراحل۔

اسد عمر نے کہا کہ جی بی ڈویلپمنٹ پیکیج کا مقصد نہ صرف توانائی کی پیداوار ہے بلکہ صحیح ادارہ جاتی اور ریگولیٹری فریم ورک کی تعمیر، پیداوار، ترسیل اور صلاحیت کی تقسیم بھی ہے۔

انہوں نے جی بی حکومت کو پی تھری پاور پراجیکٹس کے لین دین کے ڈھانچے اور فزیبلٹی اسٹڈیز پر کام تیز کرنے کی ہدایت کی۔

انہوں نے پبلک پرائیویٹ پارٹنرشپ اتھارٹی (پی پی پی اے) کو ہدایت کی کہ وہ جی بی پی پی پی یونٹ کو مضبوط بنانے میں جی بی حکومت کی مدد کرے اور نجی شعبے کے شراکت داروں کی شناخت میں بھی مدد کرے۔
