Punjab government’s Annual Development Plan 2021-22 was reviewed during a meeting of the Planning and Development Board here. The meeting was chaired by Finance Minister Makhdoom Hashim Jawan Bakht and Chief Secretary Punjab Jawwad Rafique Malik at P&D Complex, Lahore.

Both Finance Minister and Chief Secretary Punjab expressed their satisfaction with the current status of the development portfolio and urged the departments to continue the pace of development projects to ensure proper utilization of public funds.

The minister applauded the efforts of the Planning and Development Board for playing an essential role in streamlining the procedures. Secretary P&D Mujahid Sherdil briefed the meeting that against 4,686 un-approved schemes as of 1st July 2021, 4,206 schemes have been approved.

It was also informed that 100% of funds have been released for approved on-going schemes by the Finance Department. Against the ADP size of Rs 560 billion, releases at the spending level stand at Rs 150 billion. Division wise approval status of schemes was also discussed in detail.

Minister for Finance directed that to ensure fast track implementation of ADP 2021-22, the guidelines and timelines notified by the CM Punjab should be followed in letter and spirit. For this purpose, a proactive approach is required to kick start the implementation of the ADP with a robust monitoring mechanism at all levels.

Chief Secretary said that Departments need to ensure speedy submission of project timeliness and prioritization in light of discussions.

پنجاب حکومت کے سالانہ ترقیاتی منصوبے 2021-22 کا یہاں پلاننگ اینڈ ڈویلپمنٹ بورڈ کے اجلاس کے دوران جائزہ لیا گیا۔ اجلاس کی صدارت وزیر خزانہ مخدوم ہاشم جوان بخت اور چیف سیکرٹری پنجاب جواد رفیق ملک نے پی اینڈ ڈی کمپلیکس لاہور میں کی۔

وزیر خزانہ اور چیف سیکرٹری پنجاب دونوں نے ترقیاتی پورٹ فولیو کی موجودہ حیثیت پر اطمینان کا اظہار کیا اور محکموں پر زور دیا کہ وہ ترقیاتی منصوبوں کی رفتار کو جاری رکھیں تاکہ عوامی فنڈز کے مناسب استعمال کو یقینی بنایا جا سکے۔

وزیر نے پلاننگ اینڈ ڈویلپمنٹ بورڈ کی کوششوں کو سراہا جس نے طریقہ کار کو ہموار کرنے میں ایک اہم کردار ادا کیا۔ سیکرٹری پی اینڈ ڈی مجاہد شیردل نے اجلاس کو بتایا کہ یکم جولائی 2021 تک 4،686 غیر منظور شدہ اسکیموں کے خلاف 4،206 سکیموں کی منظوری دی گئی ہے۔

یہ بھی بتایا گیا کہ محکمہ خزانہ کی جانب سے منظور شدہ جاری اسکیموں کے لیے 100 فیصد فنڈز جاری کیے گئے ہیں۔ 560 ارب روپے کے اے ڈی پی سائز کے خلاف ، اخراجات کی سطح پر ریلیز 150 ارب روپے ہے۔ ڈویژن کے مطابق اسکیموں کی منظوری کی صورتحال پر بھی تفصیلی تبادلہ خیال کیا گیا۔

وزیر خزانہ نے ہدایت کی کہ اے ڈی پی 2021-22 پر تیزی سے عملدرآمد کو یقینی بنانے کے لیے ، وزیراعلیٰ پنجاب کی طرف سے نوٹیفائیڈ گائیڈ لائنز اور ٹائم لائن پر عمل کیا جائے۔ اس مقصد کے لیے ، ایک فعال نقطہ نظر کی ضرورت ہے تاکہ ہر سطح پر ایک مضبوط مانیٹرنگ میکانزم کے ساتھ ADP کے نفاذ کو شروع کیا جا سکے۔

چیف سیکریٹری نے کہا کہ محکموں کو بات چیت کی روشنی میں پراجیکٹ کی بروقت اور ترجیحی پیشکش کو یقینی بنانے کی ضرورت ہے۔
