WASA asks Punjab to bear only 25pc cost of Ghazi Barotha water project

According to the news sources, The Water and Sanitation Agency (WASA) has recommended that the Punjab government only pay 25 percent cost of construction, feasibility study, and land acquisition of the Ghazi Barotha project to bring water from the Indus River to Rawalpindi and Islamabad.

While talking to the media, A senior official of Rawalpindi Development Authority (RDA) said that Wasa had sent a summary to CM Punjab Usman Buzdar through the RDA with a recommendation to share only 25pc cost of the project. He clarified that the city under the administrative control of the provincial government will get only 25pc share of water with 50pc going to Islamabad and the remaining 25pc to the cantonment boards.

He also added that the Capital Development Authority (CDA) had asked the Punjab government through Wasa to equally share the project cost like 100 million gallons daily (MGD) each would be provided to Islamabad and Rawalpindi.

Accordingly, PC-I for land acquisition amounting to Rs3.154 billion was prepared by the CDA which was considered by the Central Development Working Party (CDWP) on June 6, 2020, and cleared in principle with certain directions, including the finalization of financing mechanism with stakeholders.

ذرائع کے مطابق واٹر اینڈ سینی ٹیشن ایجنسی (واسا) نے سفارش کی ہے کہ پنجاب حکومت دریائے سندھ سے راولپنڈی اور اسلام آباد تک پانی لانے کے لیے غازی بروتھا پراجیکٹ کی تعمیر، فزیبلٹی اسٹڈی اور اراضی کے حصول کی صرف 25 فیصد لاگت ادا کرے۔
میڈیا سے گفتگو کرتے ہوئے راولپنڈی ڈویلپمنٹ اتھارٹی (آر ڈی اے) کے ایک سینئر عہدیدار نے بتایا کہ واسا نے آر ڈی اے کے ذریعے وزیراعلیٰ پنجاب عثمان بزدار کو سمری بھیجی تھی جس میں اس منصوبے کی صرف 25 فیصد لاگت شیئر کرنے کی سفارش کی گئی تھی۔ انہوں نے وضاحت کی کہ صوبائی حکومت کے انتظامی کنٹرول میں آنے والے شہر کو پانی کا صرف 25 فیصد حصہ ملے گا جس میں سے 50 فیصد اسلام آباد اور باقی 25 فیصد کنٹونمنٹ بورڈز کو جائے گا۔
انہوں نے یہ بھی مزید کہا کہ کیپٹل ڈویلپمنٹ اتھارٹی (سی ڈی اے) نے واسا کے ذریعے پنجاب حکومت سے کہا ہے کہ وہ منصوبے کی لاگت کو مساوی طور پر شیئر کرے کیونکہ اسلام آباد اور راولپنڈی کو 100 ملین گیلن یومیہ (ایم جی ڈی) فراہم کیا جائے گا۔
اس کے مطابق، زمین کے حصول کے لیے 3.154 بلین روپے کا (پی سی-1) سی ڈی اے نے تیار کیا جس پر سنٹرل ڈویلپمنٹ ورکنگ پارٹی (سی ڈی ڈبلیو پی) نے 6 جون 2020 کو غور کیا، اور فنانسنگ کو حتمی شکل دینے سمیت کچھ ہدایات کے ساتھ اصولی طور پر منظوری دی گئی۔
